Position Title : Senior Specialist: PFMA Compliance & Monitoring

Position Purpose:

  • Provide leadership and guidance in the design, implementation, testing and documenting of the Transnet Groupwide

PFMA adherence program in accordance with the National Treasury Framework and applicable regulatory universe

  • Provide assurance to Finance management on the prevention of PFMA violations, and reduction and elimination of PFMA

transgressions at all organisational levels by establishing and rolling out effective monitoring and compliance systems acrossTransnet

  • Ensure ongoing review and monitoring of compliance to the PFMA through the institution of proper oversight and reporting

protocolsPosition outputs:

PFMA compliance and monitoring

  • Lead and guide the development of the PFMA strategy, framework and the PFMA compliance work plan for Transnet

ensuring alignment with Group Finance’s overall strategy and corporate governance requirements

  • Define Transnet-wide system integration requirements, design specifications and systems documentation to facilitate

PFMA compliance (process flow)

  • Oversee and ensure continuous communication to all Transnet employees and the Board on internal control frameworks

in relation to PFMA prescripts

  • Entrench and embed PFMA understanding and compliance through the development of appropriate training programmes

and initiatives for all relevant stakeholders in collaboration with the Transnet Academy

  • Act as Transnet Group custodian and lead specialist to promote and enforce transparency in respect of potential revenue

leakages, irregular and fruitless expenditure, and asset losses and liabilities across the Group, in order to reduce andeliminate PFMA transgressions at all levels

  • Lead and guide the review and monitoring of compliance with PFMA, governance protocols and risk controls in all

Transnet operations

  • Direct the development and groupwide utilisation of templates, tools and frameworks for PFMA compliance and Internal

Controls monitoring

  • Centrally track, monitor, evaluate and report on Transnet PFMA-related losses, Audit findings and corrective action and

mitigation implemented to address PFMA transgressions that led to the losses so as to ensure prevention in future

  • Manage and facilitate documentation and processes for the GCFO, EXCO, Board and National Treasury Condonations,

removals and or write-offs of all PFMA reported violations in line with the PFMA policy and framework

  • Oversee the development, facilitation and monitoring of PFMA compliance improvement projects and initiatives across

TransnetPeople management

  • Coach, mentor and develop employees as required

Financial management

  • Manage expenditure in line with business priorities and within budgetary constraints, and report deviations

Qualifications & Experience:

  • B Com Accounting and qualification as CA (SA) is required
  • At least 12 years’ experience in Finance within a complex SOE, of which 5 years at a senior managerial level
  • Hands-on experience with PFMA and associated monitoring and evaluation processes and compliance management is


  • Public sector audit experience will be an added advantage
  • Requirement of trust and honesty in the handling of Finances as per the National Credit Act Amendment 19
